Policy Watch: Charting Key Issues and Actions

2025 has seen a flurry of regulatory and legislative changes from all branches of the federal government. AACN is actively engaging in a range of issues of critical importance to academic nursing, which includes taking action on legislation, appropriations, administration actions, and budget reconciliation (see chart below). 

Legislation Issue Importance AACN Action

Title VIII Nursing Workforce Reauthorization Act of 2025 (S.1874/H.R. 3593)

Reauthorizes the Title VIII Nursing Workforce Development Programs from FY 2026 through FY 2030.

Released statement commending congressional leaders for their bipartisan commitment to supporting nursing education and workforce programs

The legislation had the support of 50 nursing organizations at the time of introduction.

AACN members have sent 323 messages to their congressional representative since the end of May. 

The Senate bill currently has the support of 5 bipartisan Senators.

The House bill currently has the support 12 bipartisan Representatives.

PRECEPT Nurses Act (S.131/H.R.392) Provides a $2,000 tax credit for nurses who serve at least 200 hours as a clinical preceptor to nursing students, advanced practice nursing students, or newly hired licensed nurses in a Health Professional Shortage Area.

780 AACN Advocates have engaged their congressional representatives on this issue.

The Senate bill currently has the support of three cosponsors.

The House bill currently has the support of 10 cosponsors.

AACN continues to provide the opportunity for members to Take Action and ask their congressional representatives to support this legislation.

Nurse Corps Tax Parity Act (S.1548/H.R.3145) Alleviates the unnecessary tax burdens on nurses and nursing students receiving Title VIII Nurse Corps funding. Released a statement commending the introduction of the Nurse Corps Tax Parity Act.
Appropriations Importance AACN Action

Title VIII Nursing Workforce Development Programs

All Title VIII programs, except the Nurse Corps, were eliminated in the President’s FY 2026 Budget request.

Released statements in response to both the President’s proposed “skinny budget” as well as the expanded FY2026 budget request calling for sustained federal investment in nursing education and workforce programs.

Signed on to a series of letters to Congress and submitted testimony requesting $530 million for Title VIII Programs.

Submitted written testimony to the House and Senate Appropriations Subcommittee on Labor, Health and Human Services, Education, and Related Agencies (LHHS-ED) requesting at least $530 million for Title VIII Programs.

Signed onto Nursing Community Coalition written testimony for the record to the Senate and to the House LHHS-ED Subcommittees making the same request.

AACN Advocates for sent nearly 1,900 messages to the Hill, which resulted in 94 Representatives and 38 Senators signing onto Dear Colleague letters supporting at least $530 million for Title VIII. 

National Institute of Nursing Research Both the President’s FY2026 Budget request and the NIH FY2026 Congressional Justification call for the elimination of NINR.

Signed onto a series of letters advocating for continued independence and sustained funding for NINR.
Released statements in opposition to the proposed elimination of NINR.

Submitted written testimony to the House and Senate Appropriations Subcommittee on Labor, Health and Human Services, Education, and Related Agencies (LHHS-ED) requesting at least $210 million for the National Institute of Nursing Research, to retain NINR as an independent institute within NIH, and support nurse scientists and researchers in FY 2026.

Signed onto Nursing Community Coalition written testimony for the record to the Senate and to the House LHHS-ED Subcommittees making the same request.

Administration Actions Importance AACN Action

HHS dismisses all members of the Advisory Committee on Immunization Practices (ACIP).

Reconstituting ACIP raises concerns about the future of immunization policy.

Joined with other members of the APRN Workgroup in statement expressing strong concern over these actions.

Proposed cuts to federal funding for research across both federal agencies and colleges and universities. Reduced funding for research diminishes opportunities for institutions, researchers, students, and nurse scientists to improve healthcare.

Joined with a broad coalition of organizations urging the chairs of  the House and Senate Appropriations Committees to reject the $18 billion in cuts to the National Institutes of Health (NIH) proposed in the President's budget.

Signed onto a Research!America letter urging Congress to support robust NIH funding in FY 2025.

Budget Reconciliation Importance AACN Action

Higher education and health care implications of “One Big Beautiful Bill.”

On July 1, the Senate passed the President’s $3.3 trillion tax and spending cut bill, which now must be reconciled with the House version.

This version includes elimination of the grad plus loan, changes to student aid, changes to annual and aggregate borrowing limits, and policy changes that reduce higher education access and affordability.

Led a healthcare community sign on letter where AACN was joined by 55 other healthcare education and practice organizations.

Signed onto a letter led by the American Council on Education to Senate leadership expressing concerns about cuts to federal student aid and new taxes on higher education institutions proposed in the Senate budget reconciliation bills.

Sent an Action Alert asking AACN Advocates to urge their Representative to protect nursing student and workforce priorities in the budget reconciliation bill.
