Congress Unveils FY 2020 Minibus Spending Bills
On Monday, December 16, Congress introduced two minibus spending bills to fund the federal government in fiscal year (FY) 2020. These minibuses include one on national security programs and the other on domestic programs (H.R. 1865), including Labor, Health and Human Services, and Education. Together, they represent a bipartisan spending deal that is expected to be signed into law before the week’s end. In fact, on December 17, the House took the first step in passing H.R. 1865 by advancing this legislation by a vote of 297-120. H.R. 1865 is expected to pass the Senate and be signed into law later this week; before current funding expires on Friday, December 20.
