Following the close of the Department of Education’s public comment period on its Proposed Rule, this page will continue to be updated with information on the rulemaking process and resources to help members stay engaged in ongoing advocacy for nursing’s inclusion in the definition of “professional degree” programs.

AACN's Latest Advocacy, Coalition, and Policy Efforts


June 25: AACN signed onto a Nursing Community Coalition letter the House Rules Committee, along with the leadership of the House Armed Services Committee, urging support for amendment 103 to H.R.8800, the National Defense Authorization Act for Fiscal Year 2027. This bipartisan amendment is based on H.R.3170, the Improving Access to Workers’ Compensation for Injured Federal Workers Act, and would retire outdated barriers in the Federal Employees’ Compensation Act (FECA) that limit the ability of nurse practitioners (NPs) to diagnose and oversee the care and treatment of federal employees who are injured or become ill in the course of their employment.

June 24: AACN signed onto a Nursing Community Coalition letter thanking Representatives Suzanne Bonamici (D-OR-01), Lauren Underwood (D-IL-14), and John Mannion (D-NY-22), along with Senators Jeff Merkley (D-OR) and Angela Alsobrooks (D-MD), for introducing a Congressional Review Act Joint Resolution (H.J.Res.189/S.J.Res.196) that would invalidate the Department of Education’s final rule on federal student loan limits.

June 16: AACN signed onto a Nursing Community Coalition letter thanking Senators Peter Welch (D-VT), Marsha Blackburn (R-TN), and Angus King (I-ME), along with Representatives Tracey Mann (R-KS-01) and Joe Neguse (D-CO-02) for introducing the bipartisan and bicameral States Handling Access to Reciprocity for Employment (SHARE) Act (S.1101/H.R.2332), and urged its passage this year. The SHARE Act will make necessary technical corrections to current law to ensure states belonging to interstate occupational licensure compacts receive federal criminal background check information through a smooth and efficient process.

June 12: AACN was one of 323 organizations that signed onto a letter to Russ Vought, the Director of the Office of Management and Budget (OMB), requesting a 45-day extension to the comment period for OMB’s proposed rule titled, "Regulation for Federal Financial Assistance."

June 11: AACN signed onto a Nursing Community Coalition letter thanking Senator Jeff Merkley (D-OR) and Congresswoman Jen Kiggans (R-VA-02), along with other supporters, for introducing the bipartisan and bicameral Nursing is a Professional Degree Act (S.4568/H.R.8691) and urging its passage this year. This bill would amend the Higher Education Act to explicitly including post-baccalaureate nursing degrees (MSN, DNP, PhD, and DNAP) in the list of “professional” degrees for the purposes of federal student loan limits.
